From the beginning, it was important to CEP to create a measurable, working model for educating this special population of students. Rather than immediately developing schools across the country, CEP deliberately began with one school through a partnership with the Houston Independent School district, our nation's sixth largest urban school district. 

Since the CEP Partnership was implemented in Houston:

• Crime on campus has decreased by more than 50 percent.
• Teacher assaults have decreased by 50 percent.
• The average student's attendance has increased by 15 percent.
• Students attending the HISD-CEP Partnership Program for 180 days have shown an average growth of more than two grade levels in reading and math as measured by a TAAS-aligned diagnostic assessment instrument.
• HISD teachers report that students returning to their home schools from the Partnership Program are better prepared to learn and follow the rules.
